A creationism believer may say earth is like a plant created and nurtured by god. well why doesnt he water..?

Why doesnt make it rain in countries that need rain, like certain parts of Africa, who need water to survive, to do everyday things like take a shower, feed their families, grow crops, and keep cool... i mean do they not deserve it? and if god CAN not control the weather, doesnt that question what does he control? and does he really own the world or share holder... only of human brains!
